Are you sure? Is it already available for download?
I worked with SVN development team in order to find out the reason of such behavior, and it looks like it is something related to old Windows OS server (XP or Windows 2003 Server). I've been told they were discussing a way to fix it, because the 1.9.2 dev release they sent me wasn't working either.
I'm also available to test the new release for development purposes, in case.
