"must be an immediate child" error for multiple targets

As of the 1.9.0 release, we've started seeing a message box pop up with text:

Subversion reported an error:

Path '[...]'
 must be an immediate child of the directory
 '[...]'

when we try to create a patch from the TSVN Commit dialog and "(multiple targets selected)" is shown in the "Commit to:" location.

Sample repo steps:
1. Right click on modified folder c:\foo\bar and select "SVN Commit..."
2. Drag file c:\foo\baz\bee.txt into Commit dialog
3. Select all files from Commit dialog, right click to "Create Patch"
4. Save to file or clipboard

ERROR: No patch created; instead you get "the must be an immediate child" error.

NOTES: This seems to be a regression in 1.9.0; I've used this functionality for a long time with no issues until now. If I'm not mistaken, builds as recent as TortoiseSVN-1.8.12.26628-dev-x64-ipv6-svn-1.8.14.msi did not have this problem.
