TortoiseSVN 1.19.0 breaks svn+ssh?

Dear community,

It seems to be far from simple to submit bug reports on TortoiseSVN. Took me
half a day to subscribe to forum (buggy) and mailing lists. Some users abuse
stackoverflow for this, which should not be a replacement for a problem
tracker:

The bottomline is that several users report that svn+ssh does not work any
longer with 1.19.0 on W7 and yields the error message
"Stream doesn't support this capability
Polling for available data on filestream failed: Bad file descriptor"
See report above for details.

Going back to 1.18.x seems to repair the fault.

Anything else I can do?
