I proposed additional functionality for 'svn status' (and the corresponding libsvn_client API) which would solve the problem I initially faced. Subversion could have a flag to exclude files which have only whitespace and/or EOL style changes only from the list of modified files (similar to 'svn diff -x --ignore-eol-style').

If the feature is ever implemented it could also be used in TortoiseSVN.
