HELP: svn cmdline works fine, TSVN reports "error using context: the parameter is incorrect"

I have a coworker whose TortoiseSVN stopped working. He can use the command line fine with our server ("svn log -l 5" on the root URL works properly) but TortoiseSVN reports "error using context: the parameter is incorrect". We've tried uninstalling/reinstalling TSVN and removing the TortoiseSVN AppData directories (this is on Windows 7). No luck.

Has anyone seen this error before? How do we fix it?
