It's not a bug but by design:
either the grouping is done by external/repository, or by changelist.
It's not possible to group both (there could be a file in a changelist
and also in an external, and showing the same file twice would be very
confusing and lead to all kinds of problems).

So as soon as there's a changelist, grouping switches to changelists.
