Commit dialog: externals and ignore-on-commit

Hi All,
I have externals with some changes. If I add a file to ignore-on-commit list then the Commit Dialog shows no longer "externals" group. Instead "no changelist" and "ignore-on-commit" groups appear. Please see the attached screenshot. Is this a bug? I expect changes in external folders to be always listed in "externals" group.
