We use the web-based redmine for this purpose - as a redmine "project manager" I can create subprojects and can
have a subversion repository created for the subproject.
(The right to create subprojects can be assigned individually -- and redmine does a lot (even more important) things for us.)

Actually, we've got a small and savvy user group, and what they want is to be able to create a new repository on the existing remote server. (Perhaps _I'm_ the one with the term confusion--remember, +new+ admin.)
