Copying "project" properties on folder Add

Can this *please* finally be removed from TSVN?

Our repository is littered with completely redundant copies of bugtraq
properties, and it irritates me. (And I can't make a hook to refuse
commits unless people remove them because I can't give them a setting to
change to fix creating the problem in the first place, so it's too
painful for the masses.)

I've always regarded this as counterproductive behaviour, but now that
1.8 provides server-side property inheritance it's also completely
unnecessary.

If you don't want to remove it entirely, can you please at least make it
a setting? (Preferably one that has to be explicitly enabled.)
