Most likely it has to do with the fact that 1.8 uses serf rather than
neon as the http library, and this is a change to core subversion, not
TortoiseSVN. You really need to ask this question on the subversion
users mailing list, especially as you are able to demonstrate the
problem with the standard command line client.

If you have access to the server logs you may get some clues there. If
you are using a proxy that may also have something to do with it.
