svn.exe is flagged as unsupported on windows server 2012

Hello,

I am using TortoiseSVN v1.7.12.24070 x64 on Windows Server 2012, fully up to
date with Windows Update (as of May-23).

Upon first installing totoisesvn I can successfully invoke commands using
the "svn.exe" tool that is installed in: "c:\program files\tortoisesvn\bin".

At some point, and this appears to be random, and I haven't figure out a
cause yet, the application will no longer run because Windows Server 2012
blocks the application and marks it as incompatible. Attempts to run the
application result in a blue-screen with a large "This app can't run on your
PC" along with "to find a version for your PC, check with the software
publisher." Once this error happens, the application will never run even if
you try elevated permissions or compatibility mode (Win7, WinXP etc.)

A temporary work-around is to REPAIR the installation.

I wish I could provide replication steps, sorry.

Nate.
