TortoiseSVN not working with Pageant

I'm having an issue with Pageant and TortoiseSVN that seems peculiar. I can browse some repos fine with ssh keys, but one particular repo cannot be browsed. I've upgraded Tortoise to 1.7.11, and updated Putty tools to 6.2. Putty can log in fine using keys, and I can go to the command line and actually log into the target host with TortoisePlink.exe. But when I attempt to use shell integration for update/commit/repo browser, I get prompted for credentials. Any advice would be appreciated, since the dozens of credentials required to browse repos in 1.7.x make this virtually unusable without keys.
