Not all overlay icons showing in Windows 7 with TortoiseSVN-1.7.10.23359

For example, the unversioned and ignored icons do not appear.
 
I checked the registry for the entries in HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\ShellIconOverlayIdentifiers
and they are all there, so that is not the problem.
 
I'm using Windows 7 Enterprise, SP1
