If you have upgraded your working copy from 1.6.x or earlier it may be
that the upgrade didn't work as well as it should have. That upgrade
part doesn't seem to be tested to the same standard as the rest of the
code. Try checking out a fresh working copy. Are you by any chance
using _svn instead of .svn directories? That may have confused it into
generating a set of independent nested working copies ... maybe.
