Keep Locks checkbox doesn

I am testing locking system for a project purpose.
After I run "Get Lock" command on working copy folder, all files in the folders are locked a can be wrriten - Attribute R is reset. This is OK.
No changes in files, green check everywhere.
I issue Commit command and all files are offered for commit. WHY ??? There in no change in these files. This is very confusing.
In Commit dialog I check "Keep Locks" and run Commit.

Event "Keep locks", all files are unlocked on repository anyway and the local woring files becomes R/O.

This behaviour doesn't make sense. I would like to see only REALLY changed files in the commit dialog and after commiting with "Keep locks" to have the file always locked until I issue "Release Lock" command.
No I am not able to commit real change and have the file locked continuosly.
