Small Update:

        - My Version: TortoiseSVN 1.7.6, Build 22632 as well
        - I think the context menu is related to the file state. (Tested as follows)
                
                - Selecting a "modified" and a "non-versioned" file.
                - Right-Clicking on the "non-versioned" file will display the context menu for non-versioned files with the "Add" item.
                - Right-Clicking on the "modified" file will display the context menu for modified files with "Revert", "Commit" and so on.

        - Just a guess, but this might even be possible the other way round. (Maybe I'll find some time for proving this, but I can't say which effect this might take..)

FWIW I can reproduce this with TortoiseSVN 1.7.6, Build 22632. Make sure to select the unversioned file last, otherwise the context menu has no "Add" item.
