Hopefully within the next week or so. The issue is fixed on trunk and has been nominated for backport to the 1.7 branch, and the subversion team are planning to cut a new release by the end of the month.
TortoiseSVN will almost certainly be updated within a day of Subversion.

It would be worth you prodding on the subversion list to see if that issue has enough votes to be accepted for backport yet.

Hi Simon,

Thanks very much for your reply, I checked on the subversion list and the bug is indeed planned to be fixed. However I found out that I had the interpretation of the bug fix report wrong. The fix will not make absolute paths work in the way that I want but will instead just display the correct error message that they are not available (as they are a security issue) rather than throwing an assertion.

Good to have everything straightened out though.

Best Regards,
David
