Error: "Windows explorer has stopped working" on Win7 Ultimate x64

After installing version 18.104.22.16832 windows explorer keeps shutting down and restarting at random. I've never installed SVN on this machine prior. I can be using any program, or not doing anything, and all of a sudden I'll get a popup message box "Windows Explorer has stopped working." which I cancel and then is followed by another "Windows Explorer is restarting...". Of course whenever this happens I loose my taskbar, start button, etc. etc. and have to wait 10 - 30 seconds while explorer spools back up.
I wasn't even sure it was Tortoise because I wasn't actively checking anything in or out whenever it would happen. However when I uninstalled SVN, I didn't receive another occurrence. So I re-installed and it started happening again. I tried another build from November 2011 and it produced the same behavior. I installed on another laptop running windows 7 professional (x64), and so far have NOT had a problem.
Any tips on debugging this? It's some bizarre combination of things occurring. I did a number of internet searches and found nothing with the same situation. I used ShellExView to try and disable any SVN context menu settings and that didn't seem to have any effect.
Any ideas on how I can install SVN and then enable or disable components to isolate exactly what might be occurring?
