Ah, OK... I'm not sure if anyone at TortoiseSVN has any control over
that--those instructions seem to be from Collabnet. That said, above the
step 3 that you quoted is "Note: You must have Discussion - Post
permission to reply to a message. You get that permission by subscribing
to the discussion." Like I mentioned, I don't have a tigris.org account;
however, it sounds like if you were to sign up for one and subscribe to
the discussion, the Reply button would show up. I find it easier and
more convenient to use the email interface though.
