Issue Installing SVN on Windows 7 32 Bit. Latest Version (1.7.6) - Never installs

This machine has been using SVN for a while, and was way out of date. 1.5.x

We installed. got NO CONTEXT MENU, NO ICONS.
We did the repair, reboot.

We see NOTHING. No context Menu, No Icons.
We see it installed in Start Menu, but it says "... is a shell
extension..." and launches a windows shell,
that has NO ICONS, NO CONTEXT MENUS.

We repair AGAIN to be safe.

The user is a Local Admin, log into a domain, for which he is also an
administrator.
We get no error messages.

We UNINSTALLED. We rebooted.

We did this all again. We spent 1hr doing NOTHING but this.

We cannot get the context menus and/or the icons to show up.

3 other machines at this location installed just fine with the REPAIR. We
are used to this.

I am at a loss. Is there a log file or something we can look at? Should
we go to Appwiz.cpl
and remove every last ounce of SVN (if there is any, I am guessing).

Please help.
