If you search the svn mailing list you'll find a long (very long in
fact) discussion about this. The result was that it was decided that
failing the checkout is worse, because then the user can't do anything.
As it is now, at least most of the files are present, but the working
copy is still marked as not complete.
Because usually this happens only with one folder or one file, which
aren't needed on Windows anyway. There's rarely a project that has this
problem on Windows but still requires both items on Windows to
compile/work/be usable in any way.
