beginners questions

I've been using tortoise for a while now, but i haven't really been using it correctly.

I haven't really made use of tags or branches at all.

I'd like to know the proper way of fully using svn/tortoisesvn. When/why do you use tags and branches? When i'm working on a project and need to deploy partial changes, what's the best way of doing that and still continuing work and publishing all the changes later on?

If there's an online guide that explains this, please give me the link and I'll read that.
