What about 32 vs 64 bit. I'm running 64 bit.
Just to be sure I just updated today to the latest version and my files are still not indexable:

TortoiseSVN 1.7.5, Build 22551 - 64 Bit , 2012/02/13 17:36:15
Subversion 1.7.3,
apr 1.4.5
apr-utils 1.3.12
neon 0.29.6
OpenSSL 1.0.0e 6 Sep 2011
zlib 1.2.5

I do wonder if Windows has a security setting that shuts of indexing for perhaps programatically downloaded files. But I have been searching and found nothing that indicates this should happen.
