This has been fixed in TortoiseSVN 1.7.5. I'm able to get the "update
to revision" dialog to show up for folders hanging off the root of the
repository (and/or off the root of my working copy).

The "Choose Items" dialog still needs to be improved to keep track of
what I already have in my working copy rather then being destructive.
If it would automatically populate (or clear) the check-boxes with a
reflection of what is currently in the working copy, it would be a lot
more useful.

(By 'destructive' I mean that if you don't match up manually with what
has already been downloaded, TSVN will remove items from your working
copy. Which may involve minutes or hours of re-downloading things from
the server over a slow link. It's smart enough not to do so if there
are uncommitted changes, but is still annoying.)
