File contents not being index by windows 7 search

All my contents files checked out by Tortoise SVN have the "Allow this file to have conetents indexed" Set OFF.
There has been much discussion of the issues of windows search index. As far as I can trace it the decision was to have this do not index contents attribute set on .svn files/directories, not the contents.
Any one know why the the contents are not being indexed.
