I am dealing with similar symptoms, but without upgrading our server (also using svn protocol, OpenSuse BitNami Redmine Stack 1.1.1-0 with Subversion 1.6.12).

The symptoms ensued when I started using TortoiseSVN 1.7.4 64-bit on Windows7-64.

So it may be a TortoiseSVN problem after all. Is there other useful information I can provide to help us getting closer to the root cause.
