How would the dialog know whether you want to create a branch or tag?
The danger of doing this automatically is that you will get branches
created in your tags directory and vice versa.

Also bear in mind that many people use TSVN with lots of different and
unrelated repositories. Having a client setting for where tags should
be created just won't work as it is the repository layout which
determines where tags should go.
