The webMethods website lists a TECHcommunity page which might help you
(you could have found that yourself). Also as it's a commercial tool,
presumably you have access to their tech support.

As you don't say anything at all about what you want to do, there is
not much more I can tell you, apart from looking at the manual.
TortoiseSVN is a windows shell extension so its context menu will
appear in all open/save dialogs. The command line interface to it is
also documented in the manual should you want to call it from within
your code.
