For me the installation doesn't hang. After about a minute trying to
close the applications, a message pops up telling that not all processes
could be closed and a restart is required after the installation. A
click on the only button on the message then proceeds with the installation.

But: if it really doesn't work that way for you, it's not really a bug
in TSVN. The installation is done by the msi installer, and all the
stuff with files-in-use and closing/restarting processes is handled
completely by msi, not TSVN.
