An SVN lock is tied to a specific working copy. So if you have more than
one working copies the lock might be in another working copy than the one
you are committing from.

Or maybe the lock got 'lost' when upgrading the working copy from 1.6.x. to
1.7.x format.

If you are positive there is just one working copy, you can steal the lock
so it is registered in your current working copy and then proceed with the
commit.
