1.7.4.22459 Context Menus are Missing From Files

I have a Win7 x64 machine with the latest version of TSVN.

When I was working with a 1.6 version everything worked fine (has been
working for years now).
After updating to 1.7.4 (and converting to the new format) I have
encountered the following:

   - The context menu for files is missing. If i right click the parent
   directory everything is ok, but for an individual file the TSVN commands
   are missing (icon overlays are correct though)
   - I have tried removing TSVN, reinstalling, repairing, downgrading,
   upgrading etc etc (reboot after every step) but file context menus have
   disappeared completely.
   - Also after removing all files and checking out again it doesn't work.
   - My issue is 99% similar to

   although starting from root doesn't seem to work (message 22/24)

Any ideas?
