You may just have to check out a new working copy. There are some WC
scenarios which Subversion 1.7 can't cleanly upgrade. At this point
you can't run Cleanup using 1.7 because that can only operate on a WC
that was created by or upgraded to 1.7, but that may not have
completed 100% successfully.

You can still *do* work, you just can't commit it.
