did you show the revision graph for a file instead of a folder? in that
case the 'merge to' menu won't appear.

What do you mean with "nothing happens"? Does the dialog come up but the
graph is empty? Does the dialog not show up at all? Does the context
menu entry "revision graph" not show up in the context menu?
