actually, i am newbie user and do not know much technical details on SVN (i am just exposed to checkin-checkout functionality )

my usecase requirement is.

When i check in latest code. (scripts)

My other 3rd applications can download those code from weblink (which is svn repository)

Something this below written url.
http://subversion.mysvnhost.com/svn/repos/MYPROJECT/FrameworkScripts/

Now i don't want my tried application download these code file until and unless there's any change in these files.

I want my 3rd application only download only those files which all are missing, or updated, otherwise use local files if there's no new version on the server.

I hope i am able to express what i am looking for.

is there any way i can achive this need.
