On my machines (Win 7 64 bit), it usually are about 5 or 6 processes (including Visual Studio, for example) which are displayed by the installer as culprits, not only explorer processes. Additionally, the installer regularly fails to restart the explorer process.

Btw, that dialog regularly pops up twice.

The hint that a reboot will be needed in that dialog is a little to weak, as the number of mails coming to this list which were answered with "just reboot your machine" shows.

Maybe the installer could suggest a reboot at the end of installation in case the restart of the processes failed (or the user did opt to not restart them in that dialog).
