For what it's worth, this doesn't seem to happen for me... I'm also
running TortoiseSVN 1.7.2, Build 22327 on Windows 7 SP1 x64. What's
shown for the repository URL at the upper left of the Commit dialog?
(Under the "Commit to:" line) Is it the URL for the folder you
right-clicked in, or for some other folder?
