What did you expect it to say? If you have a suggestion then please
share it, but it looks like plain English to me.

What is the better system? Admittedly the tigris.org mailing lists are
not the easiest, but without the signup we would get 90% spam and 10%
genuine mail. And even then we have had spammers sign up so they can
try to sell their wares here.
The message asked you to report the problem on the subversion mailing
list because the problem is internal to the subversion library. You
can't blame us that you reported it here instead.
