Sure, but if the current directory _is_ the top directory the effect is the same.

Also, if you are using the "run" function from the start menu (Crtl-Esc, Run), you start at the top level of any drive you specify, so that in that case R:\foo and R:foo are the same.

Anyway, none of this side discussion is helping with the basic problem.
