Tortoise SVN - Time Stamp issue

Hi all,

Thank you for in advance for helping out.

We are testing Tortoise for intendent validation use and we need to create a
time stamp conflict where we can show that cleanup fixes the issue.

We tried changing the time stamp in the working copy vs base copy in .svn
folder as well as trying vice a verse both did not create a time stamp
conflict.

I was wondering if someone can help me to create the issue step by step.
