you need to update your subversion pluging for eclipse.
For subclipse that would be 1.8.x.
For subversive I don't know, last I looked svnkit hadn't caught up
with svn 1.7.x though.

No. svn 1.7.x uses only a single .svn directory in the root folder of
the working copy.
