Keep the copy of a folder versioned

Hello,

The previous working copy format allowed to "create" another working
copy by simply copying a versioned folder to another location. This
obviously doesn't work with new working copy format anymore, since
there's only one .svn folder.

Is it possible to somehow automagically keep the copy of a folder under
version control? Could Tortoise SVN perhaps copy adequate parts of the
metadata when right-click dragging a versioned folder?

I sometimes like to commit only parts of a file, and since that [1]
won't be available in the near future (I guess), this would be a
workaround. Yes, a sparse checkout would also do the trick, but require
more mouse clicks ...
