Just FYI, I don't get the described behaviour with the command line client, but I do with TSVN [1.7.1] itself (specifically, the TSVN context menus display "checkout" as if the folder I am in is not part of a working copy until I navigate back up to the root of the working copy and then back down, after which it seems to remember it for a while even if the window is closed).

I've attached an extract from the procmon logs for Explorer.

Points of note:
 - My WC root is S:\, which is a SUBST drive to C:\Drives\Source.
 - I used Win+R to directly open S:\Program\Library (some names have been changed to protect the innocent) and right-clicked on the folder background.
 - Despite apparently finding and reading the WC root database in the trace above, TSVN displayed the "SVN Checkout" menu as if it was not a working copy.
