Is Total Commander 32-bit or 64-bit?

If 32-bit, did you install the 32-bit TortoiseSVN? It's included in
the 64-bit installer as of 1.7 IIRC, but for 1.6x you need to manually
install both to get overlays, etc. in 32- and 64-bit apps.
