Tortoise SVN crashes Windows 7 Explorer on startup

After installing Tortoise SVN 1.7.0 or 1.7.1 (64-bit versions) and
rebooting, Windows refuses to start claiming Explorer has stopped working.
Explorer doesn't have any useful error messages just an 0x00000000 memory
reference. The only workaround is to run Control Panel from Task Manager
and and uninstall Tortoise SVN. The ShellIconOverlays registry entries
look fine with 1TortoiseNormal ... 9TortoiseUnversioned then
EnhancedStorageShell and SharingPrivate. After uninstalling Tortoise,
getting through the reboot, and re-installing, it does then work until the
next time I shut the computer down.
