SubWCRev questions

Hello, just a couple of questions about SubWCRev:

* When will a stand-alone (statically linked) version of SubWCRev 1.7.x be available on the SourceForge site?
E.g. I’m guessing under:
http://sourceforge.net/projects/tortoisesvn/files/Tools/

* If a 1.7.x version of SubWCRev is run on a 1.6.x working copy, will it upgrade the working copy to 1.7 format?

I ask this because we use SubWCRev as part of our build procedure. Currently the stand-alone version of the tool is committed into the repositories of projects that use it. That's currently a 1.6.x version of the tool. So we need to manage it as part of an upgrade to 1.7.x of our Subversion tools.
