Crash when editing externals property

Hi,

I'd like to report a crash within TortoiseSVN 1.7.

Steps to reproduce:
1. Within a working copy folder, right click and choose "Properties"
2. On the Subversion tab, click "Properties..."
3. Click "New" --> "Externals"
4. Make sure the list of externals is empty
5. Click on "Remove"

I know, there is no reason to click that button in that situation,
but nevertheless it shouldn't crash :)
By the way, the "Edit" button ignores a click in the same situation.
