Hey Guys,

I think I have the same or a very similar problem and I hope this helps clarifying it a bit more. This is what I did:

1. installed tsvn 1.7 (64 bit) over 1.6 (64 bit)
2. upgraded my old working copy to the new format
3. restart

Then I noticed that the extended context menus (commit, add, update etc) were missing from both the files AND folders. Icon overlays are shown perfectly though.
However, in my root directory the context menu works fine on both files and folders.

4. did a cleanup
5. repair-installed 1.7
6. restart

Still the same as after 3.
After tinkering around a bit more I noticed that when I first open the root directory and then go to a subfolder from there, the context menu works there on folders and files also!

So in short:
-> root: works
-> root -> subfolder: works
-> subfolder: doesn't work
-> subfolder -> ..up.. -> root -> ..down.. -> subfolder: works

So accessing files/folders starting from the root folder makes the context menu work everywhere in the working copy. Directly going into a subfolder makes it not work.

I think this has to do with the new svn-folder structure, as the .svn folder is in the root only and accessing the root first makes the menu work.
