Cannot set explicit revision for externals when creating a tag

I am having problems using the feature "set explicit revision for externals" when creating a tag.

The externals set on trunk all point to a different file/folder within the same repository using:
^/xxx/xxx xxx/xxx
without a peg revision.

When creating a tag from a working copy of trunk, I am activating the check marks for the "set explicit revision for externals" feature.
My understanding is that this creates a tag with peg revisions automatically set for the checked externals.

However, this doesn't seem to be the case.
Is my understanding incorrect or am I doing something wrong?

Any help would be appreciated.
I am using TortoiseSVN 1.7.0 on WindowsXP SP3.
