As is well documented, all 1.x clients will communicate with all 1.x
servers. It'll be a lowest common denominator situation (newer
features won't be enabled), but it works perfectly fine.

Per the release notes, you cannot. You must run a one-way upgrade
process on your WCs. In the past, this was a silent update (older WCs
would be automatically upgraded to the new format) but due to the
scope of changes with 1.7, it's a manual upgrade. Until you perform
the upgrade, your 1.7 client can't access the WC; after the upgrade,
your 1.6 clients won't be able to access it.
