1.7 Keyboard navigation of commit dialog

I often use keyboard navigation on the commit dialog and I've noticed a
change in the 1.7 commit dialog. To tab to the file-list I used to be
able to hit <tab> twice, but now it seems I must hit <tab> a whole bunch
of times. And to make things worse, the number of times you must hit
<tab> is dependent on the types of modifications in the dialog (if there
are some added files, then an extra <tab> is required).

It would be nice if there was a short and consistent keyboard sequence
that could be used on the commit dialog to set the focus to the
file-list -- as there was in the 1.6.x series.

One suggestion would be to move the toolbar that controls file selection
to below the list of files (similar to how it was in 1.6).
